Kigali Hosts Landmark AGPact Forum2026 to Strengthen Public-Private Partnerships Across Africa

Kigali is hosting a high-level forum bringing together Attorneys General from across Africa, known as AGPactForum2026. The event is organized in collaboration with international institutions, including the World Bank and its affiliated bodies such as ICSID, MIGA, and IFC, alongside private sector stakeholders.
In his opening remarks, Rwanda’s Minister of Justice and Attorney General, Dr. Emmanuel Ugirashebuja, emphasized that successful Public-Private Partnerships (PPPs) depend on trust, clear legal frameworks, and capable institutions. He noted that for private sector participation to yield meaningful national benefits, countries must establish robust and transparent laws that create attractive opportunities for investors and support sustainable development.
The first day of the forum set a strong foundation for dialogue, with key leaders—including the World Bank’s Deputy Managing Director Christopher H. Stephens — highlighting the importance of collaboration. On the second day, discussions shifted toward more practical and in-depth exchanges on structuring PPPs, ensuring legal compliance, and addressing disputes proactively before they escalate.
Dr. Ugirashebuja also reflected on Rwanda’s journey in rebuilding trust and strengthening institutions, stressing that accountability, competitiveness, efficiency, and reliability are essential pillars for successful PPP implementation.
Subsequent sessions featured private sector participants sharing real-world experiences and lessons learned from their operations. Special focus was also placed on mechanisms for preventing and resolving disputes in PPP projects, ensuring they remain on track and deliver expected outcomes.
The forum is seen as a significant step toward developing practical solutions that will enable African countries to better leverage public-private partnerships to advance infrastructure development and broader economic growth.
