Rwanda-backed initiative shaping Africa’s cyber resilience movement

Kigali, March 23, 2026

A group of Rwandan students studying abroad in technology-related fields have launched a new cybersecurity training and advisory hub aimed at equipping more than one million Africans with digital security skills by 2030.

The initiative, named International Cybersecurity Community for Africa (ICCA), was officially unveiled on March 20, 2026, with a mission to strengthen cybersecurity awareness, skills development, and resilience across the continent.

Speaking at the launch, ICCA Chief Executive Officer Jean Pierre Niyodusenga said the idea was born while he and fellow students were studying and mentoring peers in cybersecurity in the United States.

Africa is one of the fastest-growing regions, particularly in technology. In Rwanda, the NST1 strategy focused on building infrastructure, while NST2 emphasizes integrating technology across all sectors government, private, and public service delivery. All of this requires strong security and skilled professionals to protect these systems,” Niyodusenga said.
“We realized that the knowledge we were sharing abroad needed to be brought back home to Africa to support this transformation.”

Rwanda has set ambitious national targets to accelerate digital skills development, including training millions of young people in coding by 2029 and providing advanced ICT training to at least 500,000 individuals. ICCA’s founders say their initiative is aligned with these national priorities and aims to complement existing efforts.

Representing the Ministry of ICT and Innovation, Grace Niwemukiza emphasized the importance of collaboration between government and private sector actors to achieve such goals.

“Even when a country sets ambitious targets, they cannot be achieved by government alone. We need strong collaboration between public institutions, the private sector, and initiatives like ICCA so that we can collectively deliver on the goals we have set,” she noted.

ICCA plans to offer training programs for university students, tech entrepreneurs, corporate employees, and individuals seeking to build cybersecurity expertise. The organization will also provide advisory services to businesses and institutions looking to strengthen their digital security frameworks.

Students have welcomed the initiative as a practical complement to academic learning. Aklile Mamo, a student at Carnegie Mellon University Africa, said the platform will help bridge the gap between theory and real-world application.

“Studying cybersecurity is important, but classroom learning alone is not enough. You need hands-on experience to truly understand how things work in real life. These are professionals who deal with these challenges daily, and they will help us deepen our understanding,” Mamo said.

Adding a regional perspective, Alex Ntale commended the initiative for its continental ambition and relevance.

“Cybersecurity is no longer optional it is a necessity for Africa’s digital future. Platforms like ICCA are critical because they are building local capacity while thinking at a continental scale. This is exactly the kind of innovation we need to safeguard Africa’s digital economy,” Ntale remarked.

ICCA has already outlined plans to expand its footprint beyond Rwanda, targeting countries including Gabon, the Republic of Congo, Kenya, and Ethiopia as part of its broader African rollout.

As Africa accelerates its digital transformation, initiatives like ICCA are expected to play a pivotal role in ensuring that technological growth is matched with the skills and systems needed to secure it.
