Kagame Arrives in Washington to Sign Peace Agreement With Tshisekedi

Rwanda’s Presidency has announced that President Paul Kagame has arrived in Washington, D.C., where on Thursday, December 4, 2025, he is scheduled to sign an agreement with his counterpart from the Democratic Republic of Congo (DRC), President Félix Tshisekedi.

The meeting comes as a result of mediation efforts led by U.S. President Donald Trump, whose intervention facilitated the long-awaited encounter. The agreement is expected to lay the foundation for lasting peace in eastern DRC, a region that has endured decades of instability.

Speaking to journalists last Thursday, President Kagame said that meeting Tshisekedi is an important step forward, but emphasized that progress will ultimately depend on the genuine commitment of the parties involved. “This meeting itself is a positive step, but everything will depend on the sincerity and political will of those directly concerned,” Kagame noted.

The signing ceremony will also be witnessed by President William Ruto of Kenya and President Évariste Ndayishimiye of Burundi, who will serve as guarantors of the agreement.

The event is being viewed as a significant milestone in regional diplomacy and a potential turning point in efforts to resolve long-standing tensions in eastern Congo.
